As someone who sells things for a living, I can tell you that article is not going to sell a single PHB on anything. You have to make it compelling for them and that article is not in the least compelling.

So, the main reason to go for OpenBSD rather than FreeBSD would be the word "Free"? Interesting. This is not my reason for choosing OpenBSD... "Open" might just as well mean that the firewall would be a completely open.
Oh well...
