[Port] Webmin port available for testing

Kevin Lo posted a new port of Webmin-0.78 to the ports@ list looking for testors. This port is for testing, feedback needs to go back to Kevin . Since the port itself was posted to the list, I am making a copy available for download to the users who dont subscribe. Please tread lightly on my bandwidth, we are slow enough as it is. If this works out well, I will continue to post ports here for testing.
