This sounds exactly like how maintance of wifi drivers in linux have lagged because of the windows driver wrappers.
Isn't there a less-functional open source ati solution? ati-gatos ? I am not sure, I just installed it for somebody on linux some 5 years ago. I think it supported alot the silly stupid features of an ati all-in-wonder. Maybe look into that. And this was before X.org.
